Scutellaria baicalensis is a little plant which is invaluable as a ground cover and in the rockery. It has lovely blue flowers and flowers the first year about 6 months after germination, and makes a good container plant. It is also used as a medicinal plant in Chinese medicine being one of the 50 fundamental herbs used. Sowing advice
Sow when you receive them at any time of the year. Sow in seed trays or pots in moist seed raising mix, cover thinly and keep moist.Propagate at 20 deg C. If there is no germination in 4 weeks then enclose the moist seed tray or pot in a plastic bag and tie the bag, and put the bag with the seeds in it, into the vegetable compartment of the fridge (or door). Leave there for 4 weeks. Remove from the fridge. Take off the cover and propagate at 20 deg C
